The Center, under California Reading First plan, provides statewide technical assistance to Reading First LEAs to fully meet the sub-grant award Assurances that were signed by all the sub-grant recipients. State-provided assessments, online assessment reporting, and development of professional development training materials for teachers and site administrators are coordinated through C-TAC. The Center is also responsible for oversight and assistance to the Regional Technical Assistance Centers (R-TACs). In addition, the Center also serves as the lead agency for communications between the California Department of Education and Reading First LEAs. Presently located at eight county offices of education, the R-TACs provide another layer of technical support to Reading First LEAs. Each center has a Director who assists its LEAs in obtaining services from the C-TAC and its Instructional Program Advisors, and who can provide LEAs coordination of needed services including providers for professional development. Instructional Program Advisors are experts in implementing the Assurance and instructional programs. They are available to advise the Reading First RTAC Directors on the details of Assurances and assists in monitoring LEAs. Full implementation of the instructional program, use of progress monitoring assessments, purpose and structure of regular grade-level meetings, as well as, LEA walk-throughs are services available through the IPA. The LEA will need to contact its Regional Technical Assistance Director in order to schedule a visit of an Instructional Program Advisor.
District Leadership Advisors directly serve LEA superintendents and district leaders. They are highly experienced district leaders who have background in the use of Reading First Assurances. These District Leadership Advisors can be called upon to provide Reading First LEAs with guidance and explicit examples of how to implement the LEAs Reading First plan.
